Proposal Management & Writing
Opportunity to submission, in one thread.
Proposal management for government and grant teams — discovery, capture, compliance matrices, and AI drafting grounded in your own approved content library.

Proposal teams lose time to the same two problems: finding what the organization has already written, and keeping a live document consistent with a requirements matrix that keeps moving. VoXorian addresses both in one workspace, spanning federal, grant, and state and local pursuits.
The workflow runs end to end. Opportunities are aggregated from public sources and ranked against your service lines — as a signal, never an automatic gate. A documented bid decision records who decided and why. Upload the RFP and the platform extracts every requirement into a Section L/M compliance matrix, then drafts section by section from your library, with citations and a confidence signal on each passage.
Drafting is deliberately constrained: the writing agents are instructed to ground every claim in approved content and are forbidden from inventing contract numbers, client names, dollar values, dates, or percentages. Substantive sign-off stays human by policy.
What it does
Opportunity discovery
Aggregated from SAM.gov, Grants.gov, USAspending, and NIH funded-research data, ranked by semantic fit to your service lines — on free public sources, with no paid data vendor required.
Capture
Accounts, contacts, pursuits, and forecasts with capture briefs, call preparation, and win themes ahead of the RFP.
Compliance matrices
RFP requirements extracted automatically into a Section L/M matrix, with clause matching against a seeded FAR and DFARS library.
Drafting
Section-by-section generation grounded in your library with citations and confidence, then color-team reviews and gate decisions.
Federal reference data
610 FAR and 447 DFARS clauses, NAICS and PSC codes, SAM entity data, capability statements, past performance, and government forms.
Grants & SLED
Funding opportunity announcements, biosketches, and NIH/NSF budget generation; state and local pursuits with bonds, certifications, cooperatives, and StateRAMP posture.
Agent system
Thirteen specialised agents — section writer, researcher, compliance, color team, judge, submission preparer among them — each with a defined tool set and hard limits on scope and runtime.
Submission
Package assembly with narrative and required forms, plus exports to Word, Excel, and HTML, including RACI, redacted, and cross-reference variants.
Where it's used
Federal capture
Opportunity discovery and Section L/M compliance matrices for government proposals.
Grant submissions
NIH and NSF budgets and biosketches in one thread.
Content reuse
Semantic search across everything the organization has written.
Governance & compliance
- Append-only audit log — with a separate record of every AI generation and the model that produced it
- Capability-based access control — 28 discrete permissions with team, project, and section-reviewer scoping
- Multi-tenant isolation — organization scoping enforced throughout, exercised end-to-end in the test suite
- AI governance — per-organization settings, spend budgets, guardrails, and a compliance policy with incident tracking
- Delegated signatures — routine items only, where explicitly delegated; substantive sign-offs remain human by hard policy
- Self-hosted data — no managed cloud data services; outbound calls limited to the model providers
